I am curious that you are suggesting that you are recommending that it be backported. Certainly there is no doubt that it is not always wise to upgrade to the latest version/build, but why not try to ensure that the all the issues get ironed out from 6.2 and are included in 6.3. Deciding which version to use becomes a real concern when each build has its own issues. I am reluctant to upgrade (if it ain't broken, then don't touch it is a policy I use). The problem is that at some point, the version will no longer be supported and the upgrade is inevitable. What else is to be included in 6.2.R4?

I also have noticed this error in the logs since upgrading to 6.2R1-1 (build 13527) some months ago, but did nothing about it as everything seem to be working as expected. The only reason I decided to see if others had similar issue was because I was having trouble with a user who is using a Mac and Network Connect and was not able to connect to the VPN and was getting an error that his connection was being refused and I thought that this error may have been part of the issue - rebooting Mac resolves the issue However, it is interesting this is apparently a common error based on the number of times this topic has been visited. One would of thought that Juniper may have provide a solution or some feeback.
