There was some improvements in term of responsiveness over slow links for WTS using rich content (like flash) that eventually lead the entire session to freeze in IVE OS 6.4R3 and above and in 6.5Rx IVE OS 6.4 R3 Release Notes: 52. win-term-svcs-other - Fixed a WTS freeze issue while accessing flash content on a slow link. (390188) So upgrading to 6.4R3 or above might get you some improvements.
