Yes, it really depends of the content delivered by the Netweaver application  and where load time bottleneck occurs... Aptimizer accelerates the front-end performance (load time between server and web browser), while this is typically  80-90% of the total load time for webpages, this may not be the case for Netweaver or your particular deployment ... Netweaver Load times can be significantly degraded by poor application and database performance , e.g. slow DB queries to populate forms data and inadequate hardware causing sluggish server performance. I n these cases the bottle neck is on the server side , also called "Time to first byte" and Web Accelerator (Aptimizer) may not be able to provide a noticeable difference due to the severe back-end performance  - Server load would times remain slow and render any front-end optimization insignificant.
