This is the same issue I have right now. I have installed and reinstalled Network Connect, I disabled the firewall, disabled Symantec and the Juniper Network adapter for Network Connect always comes back with the error nc.windows.app.23712.  The systems that do have the VPN up and running I see two network adaptors for Network Connect: Juniper Network Connect Virtual Adaptor Juniper Network Connect Virtual Adaptor - Teefer2 Miniport (this is not showing on the laptop that cannot connect.
