I guess I should have posted the following here rather than in News&Feedback>Feedback generally. Frequently, but not always, if I am connected thru Pulse Secure (v9.1.11) to my company's network from my home network and then close my laptop (Mac running Mojave) and go to a different network, Pulse will fail to connect, saying that the network is "unreachable". However, the network is definitely reachable. Killing all Pulse Secure processes on my Mac and restarting Pulse does not help. There is no log in the Pulse logging location. The only thing that seems to work is a complete reboot of the Mac. However, moving to the other network often causes no problem at all and Pulse reconnects without me having to do anything.
