This same issue is still happening with pulse secure client 9.1R13.1 (build 12971) on latest Windows 11. The only workaround that works so far is replacing the jnprva.sys file as explained in this video https://www.youtube.com/watch?v=xqhMLJiLMgU Sadly, this process needs to be done each time there's a Windows update. Also, using the Microsoft Store app is not an option for those working with WSL2 or other services that require advance networking.
